One of the reasons for the problematic development of the gambling zones of the Russian Federation is the irrelevance of the very concept of gambling resorts. This was stated by David Bagiyan, marketing director of Shambala casino in Azov-City, in an interview.
“The concept of a sole gambling zone died about 30 years ago. In the West, gambling facilities are again opened closer to people”, Bagiyan said.
According to the expert, the gambling business could be saved without taking it to special zones. To do this, it was just necessary to legislatively regulate the requirements put forward for the casino, primarily to their area. Thus, the authorities could have got rid of small clubs that are difficult to control.
Removing gambling business in special zones has led to closing casinos that brought legal income to the budget, and to growing the black gambling market.
