Ukrainian experts have called the gambling industry as the biggest of the country’s shadow markets. Along with the black gambling the list of grey markets with large financial turnovers includes garbage disposal, parkings, amber mining and land business. Karizhsky Maxim, founder of the Ukrainian center of strategic decisions( UCSS), announced it at a press conference. Karizhsky underlines that the legalization of shadow business will allow taking huge financial flows out from the gray sector.
“Now the shadow market operates with amounts equal to the budget of Ukraine. Not only that this money doesn’t go to the state, it also contributes to increasing criminal activity, not to mention funding the war in the East of the country,’’ Georgy Chizhov, the head of research programs of the Center for promoting reforms, said.
Among the reasons that contribute to developing the shadow sector, the experts name overregulation of the economy and the lack of effective instruments of the state control.
Recall, mass media published information about the possible gambling legalization in Ukraine in 2018. This is mentioned in a new draft of the Memorandum of cooperation, which was allegedly signed by the government of Ukraine and the international monetary Fund (IMF). The document is available on the website of the Batkivshchyna party, led by Yulia Tymoshenko, the former Prime Minister.
