Japanese lawmakers intend to submit to the parliament a bill on gambling addiction. The bill is expected to oblige gambling operators and municipal authorities to develop a basic plan to tighten gambling rules.
A new bill will cover not only the casino, but also the existing gambling services, including pachinko and betting on horse racing. The legislative measures include a ban on gambling addicts’ access to casinos at the request of their families, and the restriction on the online purchase of tickets for betting on horse racing.
The central government seeks to appease public concern about casinos and other gambling services through a comprehensive introduction of measures to prevent gambling addiction.
Let’s remind that in late 2016 Japan legalized casino-resorts. According to the Union Gaming analysts, it will be the second largest market in Asia, second only to Macau. Analysts predict a small decline in Macau gambling industry for the first two years after the launch of Japan’s gambling resorts as VIP customers will want to visit the new casinos. Experts find it difficult to estimate the potential size of the Japanese gaming market due to lack of important variables for analysis: whether or not locals will be allowed to gamble, the number and location of licenses, the tax rate, etc.
