In Ukraine gambling can be legalized the next year already. This is mentioned in a new draft of the Memorandum of cooperation, which was allegedly signed by the government of Ukraine and the international monetary Fund (IMF). The document is available on the website of the Batkivshchyna party, led by former Prime Minister Yulia Tymoshenko.
Legalization of gambling would allow the state to take control of each type of gambling, in particular, to make a clear distinction between lotteries, slot machine facilities and premium casinos. Moreover, the gambling legalization will provide large tax revenues to the state budget.
From 2015 to 2016 the Verkhovna Rada received six draft laws on the gambling legalization for consideration.
“gambling legalization projects are much more likely to get the Parliament’s approval than, for example, ones to abolish the ban on selling land, which the IMF also requires,” — Vladimir Fesenko, a political scientist, commented.
Gambling has been forbidden in Ukraine since 2009. However, it is not a secret for anybody that there is booming illegal gambling in the country: every city has several underground casinos controlled by criminal groups.
